I'm a Graphic Designer with an interest in Web Design. I can create mockups easily, and have dabbled in html for the past year. I'm becoming better, but I don't feel I'm at a level that I can advertise web development as one of my skills.
What I usually end up doing, is I find template code them subtract tags and css attributes to see what they do. From there, I learn and create my own sites.
Is this what even developers who have went to college do? Does any one web designer really know most of what's going on in a given websites' code?
