IE problem with :before css?

Hi Everyone. I work on a web application at a company and am bound to IE 11 but on an application that gets defaulted to load with the document mode = 5. Anything higher and there are parts that break. Nothing I can do about that part but I am trying to create a list that is formatted as (1) instead of 1. I have the css working great in chrome/firefox and IE works fine if the doc mode is set to 8 or higher(all the way to edge). The problem is that the page is defaulted to 5 and the css isn't handling :before. 

Is there anyway I can solve this list problem (preferrably with css) without using :before? Or if there was a way I could somehow force IE to only load the doc mode to 8+ on that page but stay at 5 for the rest that would also work. I've tried using x ua compatible set to edge but it seemed to persist through the whole application. Any idess?
