I reached out to CodePen. Here's what they recommend for getting started:
1) Pick a date and time. Usually meetups are on weekdays in the after-work time slot, something like 6-8pm, but you'll know best for your area. If you'd like to make it a repeating meetup too, that's great, but you can make that call after the first one.
2) Pick a venue. Sounds like you may already have some ideas for that!
3) Possibly have a THING. Some meetups are just get-togethers with no focus other than hanging out and chatting. But typically the meetups have some kind of thing they do at them. The most popular is Show & Tell. Users get up and show off a cool Pen they made, or that someone else made, or some other website, or something they are having trouble with, anything at all. Maybe 5 minutes per person. Or having speakers is a possibility. There's even been a pub quiz style meetup before.
