Do you ask your clients for a response on the mockup or the finished website?

I'm just starting to get into web design and web development and a question to you popped up recently.

 

When you do a website for a client, do you:

make a mockup/design, show it to them, let them review it and build the website afterwards

or

do you create (or let your developer create) the website first in accord with the mockup/design and show the client the finished product and polish it to their liking.

 

I assume it's a mixture of both but what is the majority for yourself? The background is just that I like to mockup completely in HTML/CSS at the moment but I think for the client the other way around might be the better one.

What's your opinion on that topic?
