How do I build a website that pulls in hashtags from Twitter/Instagram?

I don't mind what service I use just don't want to pay for it. I can build websites but I'm open to wordpress/tumblr etc options as well.

What I need done. Say there is a hashtag #heart. I want to display all images/text in which #heart is used across twitter and instagram onto my website. Ideally a grid-like way.

Any ideas? Ideally it's a simple solution. How would you go about building this?
