New to web developing - what do I need to use to make this site? How hard will it be?

I've had an idea for a site which will be popular if set up and I'm wondering if there's any tools out there to help me.

It's a trading system for a 3DS game, in which one person will ask for an item and what they will take for it. If someone accept the trade, they will see each other's friend code so they can add each other on 3DS and trade. It won't be directly connected to the 3DS game, it will be like a forum but showing pictures instead of words.

There's already LOTS of forums and message boards for trading like this, but they are all text based. I'm taking inspiration from CSGO Lounge - that sort of simple design.

I can follow tutorials and am quick to learn, I have plenty of web space too. How difficult would this be?
