Quick noob question about this sub

Is this the right sub to ask nooby questions? I vaguely remember a sub by the name of /r/web_design_help , but that seems to be empty.

Also, I'm going to be working with Bootstrap 3.3, anyone know a good sub to ask nooby questions regarding that?
