[Noob help] Should I or shouldn't I use Bootstrap?

The people over here are telling me I shouldn't use Bootstrap, but I don't feel I've gotten a large enough response to make a decision. Call me biased, but why is Bootstrap so popular if (according to the people over there) it's much better/easier to do what bootstrap does by hand?
