I wanted to make a website for fun, do I have to buy both a domain name and a plan?

Godaddy.ca has nice domain names for $9.99 CAD/year then $15/year renewal, great, fine. But I notice they then have website builder plans of $1.50/month CAD for personal, and $5/month CAD for business.

I just wanted to make a fun website without any .mozello.com or .wix.com kind of stuff. Can I buy a website from godaddy and get a free website builder either from them or another website that can host the domain?

I know hosting means server load which means money, but godaddy's site says they have free templates but I can't see anywhere where they still exist.

I don't really want to be paying $75+/year just to mess around with.
